United Nations Security Council Resolutions
Resolution No. 660 (2 August
1990)
The UN Security Council condemned the Iraqi
invasion of Kuwait and demanded an immediate and
unconditional withdrawal of forces.
Resolution No. 661 (6
August 1990)
Imposed mandatory sanctions against Iraq and occupied
Kuwait. It also set up a committee to oversee the
implementation of the UN sanctions.
Resolution No. 662 (9
August 1990)
Nullified the annexation of Kuwait by Iraq and
reaffirmed Kuwait’s sovereignty.
Resolution No. 664
(18 August 1990)
Demanded that Iraq facilitate the immediate departure of
all third country nationals; and that Iraq rescind its
orders for the closure of diplomatic and consular
missions in Kuwait.
Resolution No. 665 (25 August 1990)
Imposed a naval
blockade around Iraq and called upon all member states
to cooperate in the implementation.
Resolution No. 666
(13 September 1990)
Established a procedure for determining the humanitarian
need for food and medical supplies to the civilians of
Iraq and occupied Kuwait.
Resolution No. 667 (16 September 1990)
Condemned Iraqi for holding foreign nationals and
diplomatic staff as hostages; and demanded that Iraq
respect the diplomatic immunity of foreign embassies and
consulates in Kuwait.
Resolution No. 669 (24 September 1990)
Recognized the need for assistance to needy states under
the provisions of Article 50 of the UN Charter.
Resolution No. 670
(25 September 1990)
Imposed aerial blockade of Iraq and occupied Kuwait; and
directed all member states to seize Iraq’s ships and
aircraft.
Resolution No. 674 (29 October 1990)
Directed states to collect evidence of Iraqi abuses of
human rights in Kuwait and demanded an immediate end to
hostage-taking. It also reminded Iraq that it is
responsible for any losses or damages incurred by
Kuwaitis and foreign nationals resulting from the
invasion and occupation of Kuwait.
Resolution No. 677
(28 November 1990)
Condemned Iraq’s attempts to alter the demographic
composition of the population of Kuwait.
Resolution No. 678
(29 November 1990)
Stated that unless Iraq comply fully by 15 January 1991
with previous UNSC resolutions calling for unconditional
withdrawal from Kuwait, UN Member States may “use all
necessary means” to restore international peace and
security in the area.
Resolution No. 686 (2 March 1991)
Set forth conditions for peace in the Gulf. It stated
that Iraq should accept its liability under
international law for any loss, damage or injury arising
in regard to Kuwait and third state and their nationals
and corporations; and arrange the immediate access to
and release of prisoners of war.
Resolution No. 687 (3
April 1991) Recognized
the restoration of Kuwait sovereignty, independence and
legitimate government. It also lifted the sanctions
against Kuwait and specified the conditions for a formal
cease fire. This resolution established the basis for
the compensation process.
Resolution No. 688 (5 April 1991)
Expressed the Security Council’s concern of the
repression of the civilian population and insisted that
Iraq allow immediate access by international
humanitarian organizations to all those in need of
assistance in all parts of Iraq.
Resolution No. 689 (9
April 1991)
Established the United Nations Iraq-Kuwait Observation
Mission (UNIKOM) to oversee the international border
between Iraq and Kuwait.
Resolution No. 692 (20 May 1991)
Established the United Nations Compensation Fund that
would be administered by the UN Compensation Commission.
The Commission should also oversee and implement
relevant UN resolutions regarding war claims against
Iraq and the compensation process.
Resolution No. 699
(17 June 1991)
Granted the Special Commission authority to conduct
activities under section C of Resolution 687 (1991) for
the purpose of the destruction of Iraq’s chemical and
biological weapons.
Resolution No. 700 (17 June 1991)
Approved guidelines to facilitate full international
implementation of the arms embargo against Iraq as
stipulated by Resolution 687 (1991)
Resolution No. 705
(15 August 1991)
Stipulated that compensation to be paid by Iraq for
damages specified in Resolution 687 (1991), shall not
exceed 30% of the annual value of Iraqi exports of
petroleum and petroleum products.
Resolution No. 706 (
15 August 1991)
Set the terms of the limited sale of Iraqi petroleum and
petroleum products for the purpose of meeting essential
civilian needs under strict and close UN monitoring. It
also set up an escrow account to be administered by the
UN Secretary-General.
Resolution No. 707 ( 15 August 1991)
Condemned Iraq’s violation of its obligation under
section C of Resolution 687 (1991) and demanded that
Iraq provide full and complete disclosure of its weapons
programme.
Resolution No. 712 ( 19 September 1991)
Confirmed the ceiling value of permissible Iraqi oil
sales and authorized the use of part of the fund in the
escrow account (Resolution 706 (1991)) to meet Iraq’s
essential needs.
Resolution No. 715 ( 11 October 1991)
Demanded that Iraq meet unconditionally all its
obligation for future monitoring and verification
regarding its compliance with Resolution 687 (1991) and
707 (1991). It also called on all member states to
assist the international Atomic Energy agency in
carrying out its activities in Iraq.
Resolution No. 773 (
26 August 1992)
The Security Council expressed its appreciation for the
work of the UN Iraq- Kuwait Boundary Demarcation
Commission and underlined its guarantee of the
inviolability of the international boundary between Iraq
and Kuwait and its decision to take as appropriate all
necessary measures to that end in accordance with the UN
Charter.
Resolution No. 778 ( 2 October 1992)
UN deplored Iraq for putting its civilian population at
risk by not abiding by relevant UN resolutions, and
decided that all funds and /or assets, including
petroleum and petroleum products, in the custody of
member states be transferred to the escrow account.
Resolution No. 806 (
5 February 1993)
Underlined once again the Council’s guarantee of the
inviolability of the international boundary between Iraq
and Kuwait and its decision to take as appropriate all
necessary measures to that end in accordance with the UN
Charter. It also extended UNIKOM’s terms of reference
for another six months.
Resolution No. 833 ( 27 May
1993)
Expressed the Council’s appreciation for the
work of the UN Iraq-Kuwait Boundary Demarcation; decided
that the Commission’s resolutions regarding the boundary
demarcation are final; reiterated the Council’s
guarantee of the inviolability of the international
boundary between Iraq and Kuwait and called upon both
countries to respect the inviolability of the
international boundary between them, including
navigational rights.
Resolution No. 986 (14 April 1995)
Authorized states to permit the import of the Iraqi
petroleum and petroleum products, including financial
and other essential transactions directly relating
thereto, sufficient to produce a sum not exceeding a
total of one billion US dollars every 90 days for the
purpose of meeting the humanitarian needs of the Iraqi
people.
